Indian Sea Cargo Manifest and Tran-shipment Regulations, 2018 (SCMTR) is already implemented in India.
As part of this new regulation, the Carrier is required to provide the final Import manifest (now called Arrival Manifest) to the Indian Customs before the vessel sails from the last Port of Call before India.
Although the following information is already mandatory, we would like to emphasize the requirement of the following fields to be include in the manifest:
- IEC Code (import Export Code)
- HS code (6 digit harmonized code – which can be obtained at the following link to the World Customs Organization site - http://www.wcoomd.org/en/topics/nomenclature/instrument-and-tools/hs-nomenclature-2017-edition/hs-nomenclature-2017-edition.aspx)
- PAN and GST of Indian Customer.
- Invoice Value of Cargo
- Seal Type
- Consignor/Consignee / Notify Name
- Consignor/Consignee / Notify Address
- Consignor/Consignee / Notify City
- Consignor/Consignee / Notify Country Code
- Consignor/Consignee / Notify Post Code
In any case of Import Shipment to India, the actual India Consignee & Notify details are mandatory.
Additionally the Indian Customs is also requiring the Cargo Value (amount and currency) to be included in the Arrival Manifest.
